Loaned Representative Program
The Government of Canada Workplace Charitable Campaign (GCWCC) Loaned Representative (LR) Program provides federal public service employees with a unique opportunity for professional development through temporary work assignments with United Way Centraides (UWCs). These assignments allow employees to enhance their skills while supporting GCWCC activities in their communities.
About the Program
The LR Program offers federal public service employees the chance to undertake temporary assignments with UWCs, fostering professional growth and contributing to the success of the GCWCC. The opportunity allows participants to directly understand the impact of the GCWCC while learning valuable career competencies and enhancing their professional development. The program also strengthens collaboration between the federal public service and UWCs to support charitable efforts.

Assignment Types & Requirements
Duration: 16 weeks or less
Requirements:
- These short-term assignments are managed by local UWCs and supported by the GCWCC National Office.
- The employee’s department head or delegate must approve the assignment.
- Assignments focus primarily on GCWCC activities, though additional duties may be assigned with prior approval from the department head.
- Assignments may be extended by up to 4 weeks in exceptional circumstances with mutual agreement.
- Their home organizations pay employees’ salaries and benefits, while UWCs cover all training, conference, travel, and business-related expenses.

Duration: more than 16 weeks
Program:
- These longer assignments follow the procedures outlined in the Interchange Canada Policy and must align with the Policy on People Management and the Directive on Interchange Canada.
- Approval is required from the department head or their delegate.
- UWCs and home organizations must collaborate to establish performance agreements and evaluations.
- Their home organization pays employees’ salaries and benefits, while UWCs cover all training, conference, travel, and business-related expenses.

How to apply

Request from the UWC
Suppose you have been identified by someone within your organization who recommended you for the assignment. In that case, you need to collaborate with your local UWC and department head or delegate to obtain the required approval.

Employee-Initiated Application
As a federal public service employee, you can express interest and work with your home organizations to obtain the required approvals. We recommend you have a preliminary discussion with your department head or delegate before contacting your local UWC.
